Given the latest research by Professor Neil McKeganey, which finds that the methadone programme helps fewer than 4 per cent of addicts to kick their habit, does the First Minister agree that we need to review the methadone programme and drug treatment services in general and to ask hard questions about both?

The following table contains the minimum, maximum and mean discounts granted between 1979 quarter 2 and 2004 quarter 2, to tenants who purchased their home through right to buy, broken down by local authority.
The fee for a planning application to build a new house will increase from the present level of £260 to £290 on 1 April 2007 if the new fees are approved.

To ask the Scottish Executive what financial resources have been, or will be, allocated to implement the new guidelines on racist crime issued to all chief constables on 26 February 2002.
Current arrangements allow for tenants to transfer with a preserved right to buy. Detailed proposals for a modernised right to buy will be announced in early summer as part of the forthcoming Housing Bill.
