We already have the shadow strategic rail authority, which is dealing with new franchises. We will have specific powers to set the framework for the new ScotRail franchise.
We should express our outstanding concerns. The last sentence of paragraph 26 is clear to us, but it would be better if it started, "The Executive's views".
I recollect that the original definitions that we proposed in the consultation paper aroused considerable criticism. The new definition has been developed by the clerks and the legal office to try to address some of the issues raised by the commercial lobbyists that responded to the consultation.Paragraph 26 mentions...
It would be valuable to exert more effort to establish what enacting new legislation means for staff hours—whether those of police or support staff—because only then would we know the true cost of any new initiative.
