My question reflects concerns that were raised with me by members of the Prison Officers Association Scotland at HMP Dumfries regarding the construction of new prisons in Scotland, coupled with the Scottish Government's desire to abolish sentences of less than six months, which could render HMP Dumfries surplus to requirements.

We are pressing the UK Government through the JMC domestic process to take a more responsive attitude to the concerns of all the devolved Administrations and to take a new approach to resolving disputes, particularly in matters on which Her Majesty's Treasury is judge and jury on funding decisions.

At stage 2 of the Schools (Consultation) (Scotland) Bill, I lodged amendments that sought to deal with a number of special needs issues and what happened in certain previous cases, and received assurances from the Cabinet Secretary for Education and Lifelong Learning that the new system would be of assistance and would be much better.
