I think that to call it a failure is a massive understatement of the situation. When I visited one area that had been scheduled for relocation, I found that staff morale had plummeted and that they first heard about the proposed relocation on the 6 o'clock news.
Substantial sums of public money were being handed over to new boards for the first time. Those boards comprised people who were all entirely new to the task.
Consequently, for the current year and the next two years, £23 million, £26 million and £16 million has been transferred to other parts of our programme.
