I am pleased to announce that the Executive has established new arrangements for funding local authorities to provide new sites or to upgrade existing sites.

To back up what Annie Gunner said, the most onerous aspect is not visits. A lot of services that are provided to people in ordinary housing are not visitable services; people's houses are not establishments, so they do not get visited as such.
