Section 19 makes several amendments that will allow Scottish local authorities to pilot the use of personal identifiers at local government elections. Sections 20 to 26 contain a range of miscellaneous provisions.
There is concern that many of the local consortiums in the UK are not ready to deal with the changes or to offer the services that they must provide under the new legislation.
