It would not work at all. If everyone is going to buy into the new system, everyone must work with the three tiers and get involved with each of them as appropriate rather than trying to circumvent them in naive ways.
Having taken receipt of the papers and seen the proposal in black and white, I would point out that a great deal of this work is already being conducted. There is a new impetus now, and freshly-led research is going ahead.
If the wind farm were to get the go-ahead, would the company not be obliged to buy wind turbines from other countries because the facility does not exist in the UK?
They do not have to stop doing certain things and start doing new things in their scrutiny work. The work on sustainable development simply involves adding another layer or mining a new seam in what they already do.

To ask the Presiding Officer whether he will make a statement on the ownership of the land currently being developed as the landscape scheme associated with the new Parliament building at Holyrood.
That confidence is engendered by the fact that the bill will ensure that the new process operates in an open and transparent manner within a context that encourages public engagement and participation.
We have developed that by taking our group and the workers who support group representatives on visits to Polmont and Cornton Vale. That was worth while and was most beneficial at our meeting after the visits, as everyone had an input.
