Cabinet secretary, are you at least willing to recognise the reality that the financial position that Scotland’s councils have been put in for 2025-26 is extremely challenging? I will not be recognising anything—speak through the chair, Mr Stewart.
We published an update just last December, and we are working towards the fiscal framework being in place, subject to that collaboration, in advance of the 2025-26 Scottish budget.
We also provide free dental care for people who are under 26, and we are the only United Kingdom nation to provide free universal NHS-funded eye examinations.
This is also true of New Zealand civil unions and of French pacte civil de solidarité (Pacs) both of which are discussed below in this Financial Memorandum.

Following the Chancellor’s Statement on 30 July, we expect clarity from the 30 October Autumn Budget on two-year spending plans to 2025-26, with three-year plans expected to be outlined in a UKG Spending Review in Spring 2025.
