It is a matter of great regret to me that it is necessary again to debate the matter, because we discussed it fully at the beginning of 2000. At that point, we were discussing—in a rather different context—the possibility that closure of two of the courts in the Borders might give rise to revenue savings, which I think detailed scrutiny proved was likely to be at best optimistic and at worst outweighed by the additional costs that would be imposed on other stakeholders.
