To ask the Scottish Executive what plans it has to consult the people, communities, businesses and voluntary organisations of Fife regarding (a) the location of the new Forth road crossing, (b) whether the new crossing takes the form of a tunnel or bridge, (c) the timetable for starting and completing the construction of the new crossing, (d) the lifespan of the new crossing and (e) whether the new crossing will include provision for rail and other public transport provision.

That tells me that local authorities do not use their discretion.The issue is nothing to do with granting a power; instead, it is to do with giving local authorities reasons, if they so wish, to reject a licence application when the subdivision of rooms would mean that tenants would get a poor deal or the property would be a poor HMO.

I question how an assertion amounts to a guarantee and I welcome the cabinet secretary’s admission on that. What are the prospects for new teachers’ longer-term future? The Educational Institute of Scotland already warns of the decimation of teacher numbers across Scotland.

If so, why did they choose instead to abolish SDC Scotland? If we had established a new Scottish Sustainable Development Commission, it would have meant establishing a new non-departmental public body in Scotland, which would have resulted in significant cost.
