There needs to be much better understanding of the value of intellectual property and of equity share in new companies if new businesses are to be nurtured.
However, the minister said in his evidence to the Education Committee on 26 May 2004 that if there was a need to legislate, the Executive would take the powers to do so.
NHS Education for Scotland (NES), a new Special Health Board, was set up by the Scottish Executive on 1 April 2002 to promote multi-disciplinary training and education for all healthcare professions.

His response is as follows:The Scottish Prison Service (SPS) has made at Polmont significant investment to enhance the capabilities of the various workshops by the introduction of new machinery. Additionally, a paint finishing plant is being installed.
