There has been a lot of pressure from the voluntary sector, which has been up in arms, especially over the way in which the policy was introduced without prior consultation.Until 1999, there was a charging policy under which very few people paid and which looked at individuals, not couples. The maximum charge was £26. Overnight, the new policy appeared from nowhere.
