Several issues have been raised with me about the use of the new powers. Clearly, there are concerns that the powers are not being used as extensively or as effectively in some parts of the country as in others.
I am sure that the minister will agree that it is in our best interests to welcome hundreds and thousands of people to Scotland—indeed, the First Minister recently visited Canada in order to do just that.

To ask the Scottish Executive what interim arrangements it has put in place to protect and promote the rights of prisoners aged under 21, following the expiry of the remit of prison visiting committees for young offenders’ institutions.
We talked about the national planning framework identifying other areas where that approach might be appropriate, and about the benefits of new technology in trying to achieve dispersal.
It has responded again and, in fairness, I think that the latest response is much better. It goes a long way to persuading me that section 7(2) of the Sexual Offences (Amendment) Act 2000 does not require commencement proceedings.
The building regulations are fine for influencing new build, but how will we bring the 99 per cent of the building stock that is not new up to standard with regard to thermal efficiency?
