In its response to our second question, the Executive suggests that readers will be able to understand proposed new regulation 6(4A)(a) of the Town and Country Planning (Listed Buildings and Buildings in Conservation Areas) (Scotland) Regulations 1987 (SI 1987/1529), even though it"erroneously refers to ‘under regulation 3 or 4' as these words do not appear in regulation 6(1)"of the 1987 regulations. I am not sure how people will understand what is being referred to.
