The Committee therefore calls for a moratorium on creating any new SPCB supported bodies, or expanding the remit of existing bodies, until a ‘root and branch’ review of the structure is carried out, drawing on the evidence and conclusions set out in this report.
Qualifications Scotland will take on functions currently undertaken by the Scottish Qualifications Authority (SQA) and the Chief Inspector will lead a new independent inspectorate to take forward the education inspection functions that currently sit within Education Scotland.

It would have been interesting to see how this experience and confidence would have developed further over the course of subsequent sessions. As a new process it took time to bed in, but there is evidence that it was working, despite a lack of confidence at the beginning of the process.
