I am not sure whether the minister heard the answers that were given following question 1 on education and young people, tourism, culture and sport, but it is clear that the 60 per cent capacity rule in schools, which was determined by the Accounts Commission in relation to best value, runs counter to much of the guidance on rural school closures.
