Perhaps when the officials come along they can explain why there is no mention in the DPM of those various powers, given what is stated in standing orders. That is a fair point. We will put them on notice.Section 26 deals with amendment of the Transport (Scotland) Act 2001.

However, I seem to be missing the point about consultation. I think that the point is that we do not have a statutory requirement to consult any particular person before we make regulations.
