I am delighted to get the chance to talk about maternity services. I will attempt to focus on that, although it is tempting to respond to a number of the points that have been made about consultation in the NHS.
I will give the minister an opportunity to respond to Fiona McLeod's remarks and then give other members a chance to speak. I repeat that we are talking about agency arrangements; we are not talking about the passing on of powers.
Our partners are willing to work with us, but they do not want to give us any money, and when I talk about them working with us, I am really talking about them giving us money.
Finally, it is about helping parents—where they wish to do so—back to work. When we talk about child care, we talk about issues that are very close to—and indeed part of— the fabric of our whole society.
