It goes without saying that I will continue to press the commission to achieve cost efficiencies as part of the on-going process of limiting costs to service providers and taxpayers, but the order is about using the powers that we have to ensure that the commission's efforts deliver the best possible outcomes for service users and the best possible standards for service providers.
I am sorry that Pauline McNeill is not here, because I would have liked to point out to her that choice does not mean only the right to choose what is commonly agreed to be the best option, whether that means home ownership or anything else.
