When discussing the impact of the SBSL, respondents to the Scottish Government’s consultation noted “the cumulative impact on housebuilding from a wider package of proposed policies and new regulatory burdens”.
The Committee notes the Scottish Government's work on the consultation and looks forward to considering these instruments in the new year. We believe there has been some progress in this area this year, however we also recognise COSLA's views on the depth and pace.
The Committee requests the Scottish Government sets out more its rationale for creating a new structure, rather than utilising existing governance frameworks and expertise.

The Committee welcomes the Scottish Government’s commitment to ongoing consultation and improvement, including through the establishment of the Implementation Advisory Group and the recent procurement of a new Contact Scotland BSL service provider.
Throughout the development of her policy, the Member has engaged extensively with representatives of these groups and communities, and it remains her preference to keep the scope of the new offence limited to war memorials.
