Forestry and Land Management (Scotland) Bill - Management of Forestry Land
Section 13 states that Scottish Ministers must manage other land to further sustainable development.
The Bill includes a new power (section 9(3)) to enable management of forestry land for the purpose of furthering sustainable development, if Scottish Ministers have regard to the forestry strategy.

Children's Hearings System - Taking Stock of Recent Reforms - Introduction
The main changes were:
Creating a national body, Children's Hearings Scotland, to recruit and support panel members, headed by the National Convener;
Creating a national Children's Panel (in place of separate panels in each local authority), supported by 22 Area Support Teams;
Creating a national Safeguarder Panel;
Providing for the development of an advocacy service for children in the hearings system (this has not been brought into force);
Providing for the amendment of the Rehabilitation of Offenders Act so that offence grounds accepted or established in children's hearings (other than for certain serious offences) are no longer classed as a conviction (this has not been brought into force);
Introducing access to legal representation through the Scottish Legal Aid Board;
Providing for a “feedback loop” to allow collection of information about the implementation of Compulsory Supervision Orders; and

Railway Policing (Scotland) Bill at Stage 1 - Overview of the Bill
The Bill does this by providing Police Scotland and the Scottish Police Authority with new powers in relation to railway policing, and by removing existing powers in relation to railway policing in Scotland from the British Transport Police (“BTP”) and the British Transport Police Authority (“BTPA”).

I believe that such a reduction should have minimal impact on the jobs, services or the area's economy of any of Scotland's councils, including those in the Central Scotland region, as they should be able to address these challenges from a healthy base as local government funding has been rising in Scotland in recent years with core funding protected and new money provided for additional responsibilities.
