The comments that you and other witnesses have made suggest that there is considerable evidence that policy that has been developed on this issue has not been as mindful as it ought to have been of points such as what is best for Scottish higher education, how the changes reflect the core values of Scottish higher education and what would be in the best interests of students, the sector and the economy.While accepting that we are where we are, how best can we go about formulating policy for higher education in a devolved context within the UK while ensuring that the aspirations that you have outlined are met more effectively than they have been to date?
