The SPCB’s submission explains that the increase in the current bid is a consequence of: additional costs for the Electoral Commission in delivering the 2026 Scottish Parliamentary elections and the 2027 Scottish council elections, two new officeholders not in place last year – Patient Safety Commissioner for Scotland and the Electoral Management Board for Scotland, and inflationary driven costs impacting pay, lease costs, rates and utilities.
