Surely proportionate scrutiny could be delivered by the existing bodies? Why do we need a new agency to do that? Surely this not about having a new agency but about the existing remits and practice.
The sentencing council will no doubt help in that area in due course, and we should wish that new body well. The bill is not the last word on automatic early release, either.
It is worth noting that, despite the rather panicky additional interim funding of £10 million that the Minister for Children and Young People rushed out, the new fund is still worth less than the support that was previously available.
All that stuff is partly irrelevant, because it has been decided what we will do. However, it should be noted that New Zealand had two referenda with three questions, not simply two questions over one referendum.
15:45 I think that for some routes there will be no alternative but to use the new bridge. Whether we should go as far as to say that the new bridge should have single bus lanes is an issue that we would need to think through.
