I have asked Dr PaulStollard, Chief Executive of the Scottish Building Standards Agency (SBSA) to answer.His response is as follows:It is the responsibilityof the local authority to verify compliance with the building regulations and foraccepting a completion certificate as confirmation of compliance once the work iscomplete. All new-build dwellings must comply in full with the “liveability standard”covering accessibility within a dwelling.The conversion ofexisting buildings into new dwellings, however, can be a complex exercise and itis not always possible to comply in full.
