These were the subject of debate during the passage of the 2017-2019 UK Agriculture Bill. In addition, the 2020 Bill makes new provision in relation to Scotland, for which the UK Government is seeking consent from the Scottish Parliament.
Instead, the Bill would repeal the rules in section 1 of the 1996 Act and replace them with a new rule (section 3 of the Bill). This simply states that court action will not be possible except against the author, editor or publisher of the statement (or in certain circumstances their agent or employee).

Provisions relating to parliamentary oversight of the future relationship negotiations which were in the first Withdrawal Agreement Bill have been removed in the new version. In addition, provisions on workers rights have also been removed.
The Bill amends the 2006 Act to introduce a new procedure to allow enforcement agencies to transfer (e.g. sell or rehome), treat or destroy animals taken into their possession for welfare reasons without the need to obtain a court order.
Failure to obey a court order: where someone fails to obey a court order, section 16 would impose a new duty on the court to investigate why this has happened.
