Section 36(3) requires the CIE to keep the inspection plan under review and allows the CIE to prepare a new plan at any time. Any new plan requires to be published and laid before the Parliament.
However, it is designed not to set up new, expensive quangos but to set out a framework that will apply to anyone who wishes to establish new business structures.
I welcome the constructive discussion that we have had so far and I hope that, by the end of the debate, the minister will feel that he has some new ideas—and new challenges—to take on.
Whilst it is technically possible to establish a new regulatory body for heat networks in Scotland, the Scottish Government considers that the costs to set up a new body would be disproportionate and could take more than three years.
