Stage 1 report on the Land Reform (Scotland) Bill - Lotting of Large Landholdings
Ministers may make a lotting decision requiring land to be transferred in lots “only if they are satisfied that ownership of the land being transferred in accordance with the decision would be more likely to lead to its being used (in whole or in part) in ways that might make a community more sustainable than would be the case if all of the land were transferred to the same person” (new section 67N). This is known as the “transfer test”.

Section 1 of the Bill creates a new statutory offence of dog theft, defined as to:
... take a dog so as to remove it from the lawful control of any person, or keep a dog so as to keep it from the lawful control of any person who is entitled to have lawful control of it.
