The Bill will create new procurement rules in the rest of the UK.
The purpose of the Bill was to make permanent some of the time-limited powers that were contained in the previous legislation and to extend others for a further period. The Bill also introduces new measures that were not contained in the emergency legislation, which the Scottish Government considers are complementary to the overall purpose of the Bill.
