I am pleased to announce our position on the following issues arising from our consultation on the McIntosh Report:On the issue of whether we should legislate to allow for management structures involving directly-elected provosts/leaders, we have noted the extensive opposition to this model of political management and have concluded that, given the lack of demand for it and the degree to which it is not central to Scottish councils' thinking on structural modernisation, there would be little benefit in legislating in its favour in the forthcoming local government Bill.On the issue of eligibility of council employees to become councillors in their own councils, the consultation has persuaded us that there is a case for relaxing the current rules.
