Perhaps he could have written a book called "The Parliament" or "The Bill". I hope that in future such a bill will not be brought before the Parliament for a non-debate on principles that have not been set out in any clear fashion.

Early components of the Electronic Health Record, such as the Emergency Care Summary are protected bythe full range of security measures outlined above and future versions of the ElectronicHealth Record will be similarly protected.
