Sexual harassment and inappropriate conduct - Clarity of and confidence in policies
Engender carried out a mapping exercise of the Parliament's current policies and concluded that—
“we determined current policy documents to be ambiguous. There was no single reference point to guide an individual on how to make a complaint…instead, the avenues to redress were found across several documents.”iEngender, written submission, page 4.
23% of those responding to the staff survey said that they were not confident about how to report incidences of sexual harassment and sexist behaviour while 41% of those who had experienced or witnessed the conduct and decided not to report did so because “the incident would not have been taken seriously”.The Scottish Parliament, Sexual Harassment and Sexist Behaviour Survey, Final Report, 26 February 2018.
