That is a fair point and I am happy to reflect on it for the future. We do not hear many emergency questions, but we have a busy agenda today and I tried to shoehorn in as many questions as I could.
We have not received any apologies as yet.The first item is to seek the committee's agreement to take its draft report on the evidence on the Vulnerable Witnesses (Scotland) Bill in private at a future meeting. The draft report is likely to be considered on 23 September after we have heard evidence from the Executive next week.
However, the consortium involved in the original negotiations has indicated that it may wish to develop a comprehensive study in a future year, and SNH has offered to provide further advice and guide the development of such a proposal.
The second question is, that motion S1M-3869, in the name of Alex Neil, on the Enterprise and Lifelong Learning Committee report on the future of tourism in Scotland, be agreed to.
We spent some time evaluating how well that process performed, how we would change it in the future, and how we could develop it to ensure that it is even more productive.
Therefore, we will say that the committee would be minded to block similar statutory instruments in future, so long as there were no financial consequences for anyone.
That would be difficult to pick up in this year's budget figures, but it will be important to track it in the future. I should point out that we must report to the Finance Committee on this matter by tomorrow.
