For the avoidance of doubt, will the First Minister clarify that, in that period, Argyll and Clyde NHS Board will not be required to cut any services through lack of finance and that such sums as the Executive makes available to retrieve the deficit will constitute a write-off of debt, not a loan that obliges the health board to deal with repayment in future years? I will make three things clear.
