Data on direct employment in offshore decommissioning is not held centrally. However, these jobs will be included as part of the data from Office of National Statistics, on overall employment for the “oil and gas extraction support services” sector. The most recent data for 2023 states there were 13,000 people working in this sector in Scotland.

Evidence available for CCUS is mostly predictive in nature, and due to the nascent nature of the industry in Scotland, there is no robust evidence regarding the current number of CCUS jobs in Scotland.

When Track-2 commences, Scottish Cluster analysis suggests that there will be around 7,000 jobs in CCUS development, construction and operations in Scotland in the period to 2050.

The continued delays from successive UK Governments in confirming the Acorn Project is putting these jobs at risk. The Chancellor stated on 29 January that net zero is the “economic opportunity of the 21st century” and the Secretary of State for Energy Security and Net Zero wrote to the First Minister, stating that that the UK Government ‘remain very firmly committed to the Track 2 clusters’, with Acorn being one.

To harness the economic potential, including thousands of CCUS jobs, the UK Government must confirm funding for the Acorn project without delay.

As set out in the answer to question S6W-34488, the responsibility of undertaking a full Island communities impact assessment is on local authorities. Additionally, Local authorities have the power to charge different rates and exemptions for different geographical areas. Each local authority has a responsibility to publish assessment of the impacts of introducing a Visitor Levy, and they have a statutory requirement to consult with local communities, businesses, and the public, prior to the introduction of a Visitor Levy.

We formed an Expert Group made up of key representatives from the tourism industry and local government, chaired by Visit Scotland. The Group developed Guidance for local authorities on introducing and administering a visitor levy. Chapter 18 of guidance published October 2024 has further details of what is required of local authorities when implicating a Visitor levy Visitor Levy Guidance I VisitScotland.org.

As set out in answer to Parliamentary Question S6W-34995 on 27 February 2025, the implementation phase of the Nursing and Midwifery Taskforce has now begun, and two Implementation Delivery Groups are being established to oversee swift delivery of all 44 recommended actions. One group, chaired by the Interim Chief Nursing Officer, will meet at the end of February and then recurrently every 6 - 8 weeks. A further Implementation Delivery Group will be chaired by the Cabinet Secretary for Health and Social Care and will meet in Spring and then every six months. These two Groups will ensure that priorities are clearly defined, progress is measurable, and key milestones are met. A detailed work plan and timeline to guide the delivery of the recommended actions will be agreed in Spring.

The Scottish Government delivers a broad range of programmes to provide advice and support for property owners related to energy efficiency and clean heating, including the Home Energy Scotland (HES) Grant and Loan Scheme.

There is no such role as field agent within this programme, however there are a range of advisor roles entailed in delivering the grant funded Home Energy Scotland advice service, as well as service delivery staff employed in delivery of the contracted loans and grant administration service. Across these, resource levels are aligned to demand for our services.

Our Heat in Buildings Public Engagement Strategy published in December 2023 outlines our approach to increase awareness and understanding of heat decarbonisation and the support available to help make the transition.

Over 6,000 heat pumps were installed in Scotland last year, with 2,500 of those installs receiving support through HES Grant and Loan Scheme funding.

Further to my answer on 31 January which laid out in detail the First Minister’s plans for NHS Scotland renewal, I can confirm this will be further expanded with the publication of our operational improvement plan in March.

This plan will build on the work that has been conducted with Health Boards over the past year to improve hospital flow and reduce delays. It will set out whole system improvement action to ensure people receive the right care in the place, recognising that acute hospitals are not always the best place for patients or their families.

As part of this plan Hospital at Home will be expanded to at least 2,000 beds, by December or sooner, and will expand and coverage of treatment people can expect to receive at home and will reduce the number of people needing to be admitted to hospital.

By summer 2025 there will be direct access to a front door frailty service in every hospital with a core emergency department, to ensure people living with frailty get access to the right, specialist care for their healthcare need which will reduce the chance of a prolonged hospital stay and lower the chances of a care home admission.

A vast amount of work has already been undertaken in 2024 to date through the Collaborative Response and Assurance Group, including work with Health and Social Care Partnerships with high levels of delay to understand the challenges they are facing and support them to deliver the changes, a national media campaign highlighting the positives of Home First, and promotion and maximising of good practice such as the Discharge without Delay programme.

I am confident that with all the new measures we have laid out we will continue to see an improving picture on the level of delays across the country and that people will have access to high quality care, in the setting that is right for them.

If they feel able to do so, young people and their families should raise concerns with staff or via the advocacy services available in the inpatient units, so that any issues can be resolved as quickly as possible.

Young people and their families can also contact the Mental Welfare Commission Advice Line for advice on rights and good practice to do with mental health and incapacity law, and care and treatment, or to raise a specific concern.

The Scottish Government does not hold this information.

However, I have contacted the Keeper of the Registers of Scotland who maintains the property registers in Scotland. They have searched the registers and identified 783 titles that narrate a rural housing burden.

If concerns are raised with Ministers regarding a medical setting, such as Skye House, the Scottish Government would direct correspondents to their NHS Health Board complaints process, as patient care and service delivery are the statutory responsibility of local healthcare providers.
