Some Health Boards are already delivering additional activity 7 days a week, 12 hours a day, to help people get diagnostic tests they need. Since 2021, we have provided three permanent CT scanners to support core diagnostic imaging capacity within Boards, including a mobile CT pod which is deployed flexibly to Boards that require additional capacity. In addition, four further mobile CTs and thirteen mobile MRI scanners are being used across multiple NHS Boards to provide additional capacity.

Additional funding provided through the £200 million investment contained in the Budget to reduce waiting times and improve flow through hospital, will support further reductions to the radiology backlog so that 95% of referrals are seen within six weeks by March 2026.

There is currently no digital outpatient system in development at a national level, although the online app for health & social care, which is being developed as part of our Digital Front Door Programme, will provide digital access to outpatient appointments. Public Health Scotland (PHS) publishes statistics on the length of time patients wait to be seen as a new outpatient or admitted for treatment as an inpatient or day case in the Stage of Treatment (SoT) publication. The latest publication release contains data up to quarter ending 31 December 2024.

Table 1 presents the latest available statistics on the total number of attendances and admissions for patients who had waited over a year (52 weeks) as a new outpatient or an inpatient or day case. The following data are presented at NHS Scotland level for all specialties, broken down by calendar year and split by new outpatient and inpatient or day case.

In line with our commitment to creating safe and nurturing school environments, the Scottish Government prioritises approaches that address behaviour through understanding and positive intervention.

Our approach to relationships and behaviour in schools is focussed on prevention and de-escalation of concerns. School staff should be supported through clear understanding of their establishment’s relationships and behaviour policy, arrangements for de-escalation and support that can be provided to them where situations do escalate.

The Scottish Government has not received any requests from local authorities for funding for teacher self-defence training in each of the last five years.

The 2025-26 Budget balances the requirement to address immediate pressures and recovery of the system whilst driving forward our long-term reform and prevention agendas, providing increased investment for NHS Boards, alongside continued focus to improve population health and outcomes through investment in quality community services, vaccination and screening.?

We continue to support delivery of priorities relating to prevention and early intervention by investing almost £2.2 billion for social care and integration, an additional £1.2 billion compared to 2021-22 spend.

The 2025-26 budget also includes over £2.2 billion for primary care to improve preventative care in the community, supporting the development of multidisciplinary teams in general practice, sustaining NHS dental care through enhanced fees and continuing free eye examinations.

Alcohol sales are subject to VAT, whilst any profits made by businesses selling alcohol are subject to Corporation Tax. Both of these taxes remain fully reserved to the UK Government. Scotland receives a share of UK-wide VAT and corporation tax, regardless of the place of purchase of products or location of businesses, as part of the annual block-grant allocation. The Public Health Scotland evaluation of MUP concluded from a range of studies that “some evidence of cross-border purchasing was identified, but its extent was observed to be minimal.

Cancer remains a national priority, within the Scottish Government and across NHS Scotland, and I recognise that we must do more to ensure patients with cancer are treated faster.

We have invested over £40 million across NHS Scotland over the past five years to support cancer services and improve waiting times, with a focus on urology, colorectal and breast.

In NHS Grampian specifically, over £1.5 million of cancer funding has been provided to the board in 2024-25, to support delivery of diagnostics and treatment for patients referred with an urgent suspicion of cancer to reduce waiting lists.

Each territorial Health Board across Scotland has agreed performance improvement plans in place, detailing what is being done at local level to drive improvements. The Scottish Government has a sustained focus on the delivery of these plans and meet with Cancer Management Teams in all health boards across Scotland frequently, including NHS Grampian, to identify challenges, explore solutions, and share best practice.

My recent statement to Parliament confirmed that we intend to introduce a Heat in Buildings Bill in Year 5 of this Parliamentary session. This will create a target for decarbonising heating systems by 2045, and send a strong signal to homeowners, landlords and other building owners on the need to prepare for change.

The Scottish Government recognises the importance of the findings of the UN report and the need to promote sustainable resource use.

As well as the recent UN report noted in S6W-35438, Zero Waste Scotland was also influenced by recent Circularity Gap Reports in setting its Corporate Plan target. These highlighted the importance of cutting material consumption by one third:

Scotland remains committed to being a leader and bridge builder on climate justice. This includes by convening and influencing at international events, to champion climate justice and amplify Global South voices.

We have previously incorporated debt justice within our climate justice advocacy positions: advocating prior to, during and after COP29 for a proportion of the UNFCCC Fund for Responding to Loss and Damage to be ringfenced so as to make finance directly available to communities in the form of grants, not loans. As a government we are currently scoping opportunities to increase the strength and reach of our advocacy on the issue of the global climate debt crisis, including at key upcoming international events.
