The level of information requested in relation to participation in PE is not held centrally. The Scottish Government has continued to support local authorities to decarbonise fleets and since 2014 we have now provided over £41 million to fund leasing and purchase of ultra-low and zero emission vehicles and installation of associated infrastructure.

Since 2021-22, support for local authority fleet decarbonisation has focused on the installation of fleet EV charging infrastructure to enable further fleet decarbonisation, rather than the purchase or lease of zero emission vehicles. Local authorities are provided funding by means of a block grant, each local authority allocates part of this grant to manage, operate and decarbonise its fleet. Figures for funding support in addition to the block grant for each local authority in each year following 2021-22 are set out in the following table.

In 2024-25 no additional funding has been provided to local authorities. We continue to work with public bodies to decarbonise the public sector fleet and we are working with the public sector to develop a Fleet Decarbonisation Action Plan that reflects the current fiscal operational environment, and the scale of emission reduction required.

ScotRail will partner with Clarus in a project taken forward on behalf of Scottish Government digital, Scottish Futures Trust, Highlands and Islands Enterprise, which will use ScotRail trains to test satellite connectivity in rural areas where existing 4/5G mobile connectivity is poor or does not exist. The trial will last 6 months and, amongst other benefits, offers an opportunity to provide reliable connection to passengers where digital gaps currently exist.

Separately from that, ScotRail currently utilises Starlink to fill in any gaps where internet connection is not strong enough to support its day to day activities, including maintaining safety and security. This is an operational matter for ScotRail.

The Scottish Government supports a range of SCQF-accredited courses and recognises the important role that many, like the ones referenced, play in supporting interdisciplinary learning. Such courses offer learners the opportunity to apply disciplinary knowledge and develop key skills in relation to complex, real world challenges and are relevant to future employment opportunities.

In 2022-23 the Scottish Government provided SCQF with total funding of £44,000, and then a further £30,000 in 2023-24 to deliver its small scale Learning for Sustainability (LfS) grant fund to ensure there is a better offer on LfS-related qualifications for learners. In both financial years SCQF then allocated funding from this pot to individual projects within the overall funding amount – proposals were invited and then assessed and decided by an assessment panel involving officials and run by SCQF, based on agreed criteria. Ministers were not involved in final funding decisions to applicants.

In 2023-24 the International Sustainability Diploma, developed by the Futures Institute at Dollar Academy (FIDA), was successful in securing £6,030 of funding to support its accreditation at SCQF Level 6 and the course’s promotion to other schools and centres. The course is being piloted in approximately seven schools this year with the intention to scale it up further following this initial pilot phase.

Most recently, in 2024-25 the Scottish Government awarded the established Powering Futures programme £250,000 through the Entrepreneurial Education Pathways Fund, which aims to create an entrepreneurial overlay to their current academic qualification, allowing it to be more explicit around entrepreneurial understanding and attributes. Powering Futures supports learners to develop crucial skills for the workplace as well as gaining an understanding of sustainability.

Both qualifications focus on sustainability but differ in a number of ways. In particular, the FIDA qualification offers 24 SCQF Credit points at Level 6, while Powering Futures is awarded at 8 SCQF Credit points at Level 6.

Responsibility for funding school libraries and the provision of school librarians is devolved to local authorities, who have a statutory duty to ensure there is adequate provision of library services. Scottish Government does not hold data on the specific funding allocated to school libraries and librarians by individual authorities.

The independent Accounts Commission have recently confirmed that the Scottish Government has provided a real-terms increase to Local Government in this year, 2023-24 and 2022-23. The 2025-26 Local Government Settlement will provide over £15 billion to local authorities, a further real terms increase of 4.7%.

At a national level, £220,000 has been provided to the Scottish Library and Information Council (SLIC) this financial year (2024-25) with £150,000 assigned to the School Library Improvement Fund to support creative and innovative projects within the school library sector in Scotland.

The Scottish Government has provided a total of £1.85 million to the School Library Improvement Fund since the fund was created in 2017.

Inspections of care homes for adults and older people completed 2021-22 to 2024-25 (to date)

The Land Reform Bill seeks to place legal responsibilities on the owners of the very largest landholdings to set out how they use their land and how that contributes to key public policy priorities, such as addressing climate change and protecting and restoring nature. Landowners will be required to set out how they manage or intend to manage the land in ways which contribute towards net zero emissions targets, climate change adaptations and increasing or sustaining biodiversity.

The Scottish Government funded this research on Domestic Abuse and Child Contact: The Interface Between Criminal and Civil Proceedings - SCCJR. In the light of this research, the Scottish Government has held workshops with stakeholders to consider the issues on the civil/criminal interface. The first workshop was with justice agencies on 8 May 2024 and the second workshop with voluntary and third sector bodies on 3 October 2024. Following these workshops, the Scottish Government is considering next steps in this area.

The Scottish Government continues to improve the information around government spending and its climate impact and has successfully completed a pilot of our new Net Zero Assessment (NZA) methodology which is now undergoing independent expert review.

In designing the approach, assessments used by other countries were reviewed, including new Zealand, drawing on key features while adapting them to the Scottish context.

The Scottish NZA process is similar to the New Zealand Climate Implications of Policy Assessment (CIPA), with assessment at the early stage of policy development and proportionate screening. The scope of the Scottish NZA is wider as it covers all policy areas, not just climate and energy policies.

I will write to the Convenor of the Net Zero, Energy and Transport Committee on the outcome of the pilot and next steps on the roll out of NZA in 2025.

The Rail and Sail service is managed by Stena Line who makes decisions regarding the provision of the service on a commercial basis. There have been no meetings, since 1 April 2022, including all parties mentioned by the Member in their question.
