Paternity leave is a matter for the Scottish Fire and Rescue Service (SFRS) and is negotiated through the National Joint Council for firefighters or through Staff representative bodies for non-uniformed staff. There are a number of policies available for employees including parental leave and shared parental leave, designed to provide support to employees.

The terms and conditions of firefighters are negotiated on a UK wide basis through the National Joint Council. The Fire Brigades Union is the largest staff representative body at those negotiations and that is the appropriate avenue to change pay and conditions for firefighters. The Scottish Government is not part of those negotiations as that is rightly a matter for the Scottish Fire and Rescue Service as the employer.

Regarding mortality, in correspondence dated 13 March 2025 to the Rural Affairs and Islands Committee (RAIC), I committed to analysing data to understand how sites with persistent high mortality manifest, if mortality incidents are related and are indicative of insufficient mitigating action by the producer. I will provide an update on this to the RAIC later this year.

The Scottish Government’s budget for 2025-26 includes £412.2 million for the Scottish Fire and Rescue Service (SFRS) which is an increase of £18.8 million. This will enable SFRS to continue to deliver the high standard of services required to keep communities safe. This includes an increase from £43 million to £47 million in capital funding which will allow the service to invest more in property, fleet and equipment. The allocation of resources is a matter for the SFRS Board and Chief Officer.

The Scottish Government is committed to working with SFRS to ensure continuing priority is given to the implementation of its wildfire strategy. The Service’s planned spend is circa £1.6 million over the course of the 3 year roll-out of its strategy. New equipment, vehicles and Personal Protective Equipment (PPE) continues to be rolled out and SFRS will fully implement its wildfire strategy during the course of 2025. Within it, SFRS is adopting ‘burn suppression’ techniques such as those in use in the new Mediterranean-style specialist wildfire units. Due to extensive training and the use of new techniques, SFRS’s ability to tackle wildfires has never been so advanced.

Efficient and effective dissemination of wildfire prevention information to the public is key to preventing wildfires. Before igniting any flames in a rural or outdoor setting, the Scottish Fire and Rescue Service (SFRS) encourage everyone to check which area of Scotland may be at threat of wildfires. If a threat is in place, the key prevention advice from SFRS is that people should refrain from igniting any flames.

When Scotland is at a high threat of wildfires, SFRS works in partnership with the Scottish Wildfire Forum (SWF), to alert the public and partners to the threat of wildfires by issuing Wildfire Danger Assessments. SFRS issues alerts through its social media channels, its website and local media outlets, and requests assistance from Local Authorities across Scotland to share safety messaging to seek engagement with as many members of public as possible. These warnings detail which areas across Scotland are most likely to be affected. SFRS also alerts the Scottish Government who proactively re-issue these warnings across digital and social media platforms.

The Scottish Government’s Ready Scotland marketing campaign can be activated at any time, using geographically targeted digital and local radio channels to inform the public about forecast extreme weather. In 2023, digital assets were developed for the campaign so that it can also be deployed in any area of Scotland at times of heightened risk of wildfires.

When areas are at risk from severe weather or severe wildfires, the Scottish Government, responder organisations and other resilience partners all work closely to share public safety advice through a variety of channels. Well-established processes are in place to consider the most appropriate methods of communication based on the specific circumstances.

In recognition of the potential risks which could be caused by contaminants, it is Scottish Fire and Rescue Service (SFRS) policy for firefighters who are breastfeeding to not undertake operational activity. In addition, employees who wish to continue to breastfeed upon their return to work following maternity leave are supported to do so, through the provision of appropriate facilities to express and store milk.

The pay and conditions of firefighters are negotiated through well-established collective bargaining arrangements at a UK wide level. The Scottish Fire and Rescue Service (SFRS) Maternity Policy provides maternity leave for 26 weeks at full pay and 13 weeks at Statutory Maternity Pay in line with the current terms and conditions agreed at the National Joint Council.

SFRS is committed to the national collective bargaining arrangements for the sector and therefore this remains the Service's preferred route to agree changes to terms and conditions.

As SFRS is complying in full with the terms and conditions negotiated with trade unions in 2024, it is compatible with its commitment to fair work.
