We want patients to be treated as soon as possible. However, we know many are facing unacceptable waits and we are determined to do more. That is why we are targeting an additional £200 million to reduce waits and enhance capacity. Funding of £106m has already been agreed with Boards to improve waiting times during 2025-26.

We are also looking to optimise the full force of the £21.7 billion committed through the Scottish Budget to health and social care to improve performance.

We will continue to target resources to reduce waiting times, particularly for those waiting longest for treatment, through maximising productivity and additional resources.

This is all part of our programme to drive up productivity and tackle waiting lists, supported by the Centre for Sustainable Delivery. Together, our actions will further enable NHS Scotland to maximise capacity, build greater resilience and deliver reductions in the number of patients who have waited too long for treatment.

Scottish Ministers have asked the Marine Directorate to undertake a limited trial and pilot project with a number of inshore vessels to help gather further information to support a longer-term policy development on fishing for squid under the North Sea Cod Avoidance Plan (NCAP).

The squid pilot project will assess the likely impact of any future squid fishery through the collection of scientific data related to cod and other non-target stocks. Scottish Government will publish findings following evaluation of the pilot project.

In total over 16,000 cataract procedures at National Treatment Centres (NTCs) have been allocated to health boards across Scotland in 2025-2026 (44.9% of the total NTC allocation). This is compared to over 13,500 cataract cases allotted to NTCs in 2024-2025 which made up 36.5% of total NTC capacity allocated last year. This activity is split between NTC Highland and the Eye Centre at the Golden Jubilee University National Hospital. Please note that some activity performed by NTC Highland is a re-provision of core activity for NHS Highland.

Health Boards are also delivering additional ophthalmology activity in 2025-26 as part of the £106M funding to reduce waiting times and improve capacity and the wider £21.7bn investment we are making in health and social care services this year.

The initial users in NHS Lanarkshire will be patients accessing dermatology outpatient services. They will have the following features:

The Scottish Government believes that full powers over social security and state pensions would enable Scotland to build on the existing approach for those benefits that are under devolved control, based on dignity and respect, and with access to social security as a human right.

The Scottish Government will publish a final overview paper on the Building a New Scotland series in due course.

The £60 million play park renewal funding is allocated to local authorities to use across their whole play estate. It is the responsibility of the individual Local Authorities to manage their own budgets and to allocate the total financial resources available to them based on local needs and priorities. The Scottish Government recognise that the extent of renewal and refurbishment will be influenced by local plans and investment priorities and engagement with children and young people.

As agreed with COSLA at the start of the funding programme in 2021, Local Authorities report annually on the number of renewals undertaken in their area at the end of April. Local Authorities are not required to list details of each renewal or the names or locations of every play park that has been renewed. However, in accordance with the agreed national principles and as per the reporting template agreed with COSLA, renewal work can include introducing new equipment, replacing existing equipment, extra seating, suitable surfaces, toilet facilities, planting, improved access points and circulation routes, water fountains and other suitable measures to make parks more inclusive, welcoming and enjoyable.

The Scottish Government worked with COSLA on the national principles for the play park renewal programme, which is used to guide Local Authorities’ renewal programme. The national principles set out how Local Authorities should review their existing estate, prioritise renewal work, and design play parks that offer improved play opportunities for children and families. The national principles state that access to play should be as wide-reaching and inclusive as possible, ensuring all children have access to play spaces where they feel safe and comfortable to use them.

The Finance and Public Administration Committee is currently conducting an inquiry into the cost effectiveness of Scottish Public Inquiries. I wrote to the Committee on 30 May 2025 providing a detailed response to their request for information from Scottish Government in relation to its role as sponsor of current and previous public inquiries. This response noted that Section 17 of the Inquiries Act 2005 confers responsibility for the procedure and conduct of an inquiry on its Chair, independent of Ministers, and that this includes a statutory requirement for a Chair to act 'with regard to the need to avoid any unnecessary cost (whether to public funds or to witnesses or others)'.

Assessment of value for money would therefore be a matter for a Chair of an inquiry to consider as they deem appropriate within the overall duty to avoid unnecessary cost, and those inquiries which are currently ongoing have responded independently to the call for evidence received from the Committee on costs. Responses are published on the Committee pages of the Scottish Parliament website.

The findings and conclusions of the Committee's inquiry will be considered once known.

There are no data gathering or reporting requirements in relation to the number of medicines prescribed off-label, centrally. Health Boards are expected to collect this data as part of their local medicine governance processes.

On the 4 December as part of the Budget, The Scottish Government published a borrowing memorandum (Scottish Budget 2025 to 2026: Scottish Government borrowing - gov.scot), which included the outcome of the initial phase of Due Diligence on the work towards an inaugural Scottish Government Bond. The second phase of Due Diligence on Bonds issuance is currently ongoing, and the Government will continue to update Parliament over the course of the year as this work progresses

Funding for the Deal is awarded to the Stirling and Clackmannanshire region rather than individual council areas, including joint projects between the three main Deal partners, Stirling Council, Clackmannanshire Council and University of Stirling. The Stirling and Clackmannanshire City Region Deal private sector investment total secured to date is £476,000, with this investment coming through the University of Stirling’s Scotland’s International Environment Centre (SIEC Phase 1) as commissioned work.

All other secured and leveraged investment in the Deal is from the public sector, including academia, or third sector.
