To ask the Scottish Government, further to the Scottish National Party 2026 manifesto commitment to “introduce a package of measures to help young people build a home and make it easier to remain in their communities”, what the measures will be when it plans to introduce them.
Answer
As set out in the Manifesto, in this parliament we will introduce measures to remove financial barriers, such as land transfer fees for people under the age of 30 for the purpose of building a single domestic housing unit, and targeted support of £10,000 for households to construct a single unit, specifically for a primary resident, not for rental.
This will initially be concentrated on our highland and island communities but will remain open to other areas.

To ask the Scottish Government whether it remains committed to building 110,000 affordable homes by 2032, in light of recently reported comments by Shelter Scotland that it is "on course to break that promise".
Answer
The Scottish Government remains committed to delivering 110,000 affordable homes by 2032, of which at least 70% will be for social rent and 10% in rural and island areas. Delivery includes new build homes as well as acquisitions and conversions.
From 23 March 2022, when we started delivery towards the 110,000 target, to the end of December 2025, 32,479 affordable homes have been delivered towards the 110,000 target, of which 25,016 (77%) are homes for social rent. We continue to monitor progress closely and work with partners to accelerate delivery.

To ask the Scottish Government, further to the answer to question S7W-00154 by Tom Arthur on 1 June 2026, whether it will confirm how many premises (a) have been connected and (b) are waiting to be connected to broadband through Project Gigabit in the rest of Scotland, broken down by local authority area.
Answer
There are currently three Project Gigabit in Scotland contracts in delivery – the local contract awarded to GoFibre which covers the Scottish Borders and East Lothian, the regional contract awarded to GoFibre which covers the North East of Scotland, and the nationwide contract awarded to Openreach.
While there is currently a live regional procurement underway for Fife and Perth & Kinross, until this process is complete, it is not possible to provide a breakdown of the premises which may be connected.
a) The following table provides the number of premises that have received a connection through Project Gigabit so far which do not fall within the Highlands and Islands Parliamentary Region, broken down by local authority area.
Local Authority | PGIS Contract Built** |
Aberdeenshire | 99 |
Angus | 76 |
City of Edinburgh | 35 |
East Ayrshire | 8 |
Falkirk | 2 |
Midlothian | 51 |
Perth and Kinross | 81 |
Scottish Borders | 4,328 |
South Ayrshire | 240 |
South Lanarkshire | 119 |
Stirling | 589 |
* Local authorities which contain premises that are within the requested geography, but contain no premises that have been connected through Project Gigabit, are excluded from this table.
** This includes incidental build – premises that were not included in the contract but which the supplier has delivered while working in the area.
b) The following table provides the number of premises that are in a Project Gigabit in Scotland contract and remain to be connected in the area outwith the Highlands and Islands Parliamentary region, broken down by local authority area.
Local Authority | PGIS Contract Planned** |
Aberdeen City | 886 |
Aberdeenshire | 38,106 |
Angus | 6,400 |
Argyll and Bute | 1,593 |
City of Edinburgh | 496 |
Clackmannanshire | 1 |
Dumfries and Galloway | 13,029 |
Dundee City | 506 |
East Ayrshire | 3,476 |
East Dunbartonshire | 441 |
East Lothian | 2,831 |
East Renfrewshire | 39 |
Falkirk | 677 |
Glasgow City | 88 |
Inverclyde | 458 |
Midlothian | 590 |
Moray | 1,615 |
North Ayrshire | 3,367 |
North Lanarkshire | 751 |
Perth and Kinross | 10,166 |
Renfrewshire | 417 |
Scottish Borders | 8,039 |
South Ayrshire | 2,774 |
South Lanarkshire | 2,950 |
Stirling | 2,481 |
West Dunbartonshire | 242 |
West Lothian | 910 |
* Local authorities which contain premises that are within the rest of Scotland, but contain no premises that are waiting to be connected to broadband through Project Gigabit (considering only the currently awarded contracts), are excluded from this table.
** This includes planned build in both the initial and deferred scopes of the Project Gigabit contracts.

To ask the Scottish Government when the complex care investment programme will deliver the 400 beds it is projected to free up in Scotland’s hospitals.
Answer
The Scottish Government and COSLA published the Coming Home Action Plan in March 2026. The action plan is backed by Scottish Government funding of up to £20m to support implementation. The majority of this funding will be distributed via the Independent Living Fund (ILF) Scotland through the creation of a new Coming Home fund.
No timeline has been set on releasing hospital beds through this new fund. In line with a person-centred approach and to ensure safe and supportive transitions, all moves from hospital to the community will progress at the pace appropriate for each person to ensure their individual needs are met.
