Information on the first Health and Wellbeing Census undertaken by local authorities in Scotland between October 2021 and June 2022 is available on the Scottish Government website at https://www.gov.scot/publications/health-and-wellbeing-census-scotland-2021-22/. Pages 22 and 23 of the Key Findings document, contained in the Supporting documents link, set out the frequency of e-cigarette use by pupils.

To ask the Scottish Government what information it holds on how many Blue Badges have been issued in each of the last five years, also broken down by local authority area.

Table 1.21 of Scottish Transport Statistics provides information on the number of Blue Badges on issue by each local authority from 2014 to 2021 and is available via the following web link https://www.transport.gov.scot/publication/scottish-transport-statistics-2021/chapter-01-road-transport-vehicles/ .
The information for 2022 will be published by Transport Scotland on 14 March 2023.

To ask the Scottish Government what discussions it has had with SafeDeposits Scotland regarding the increase in its estimated response time, which, according to SafeDeposits Scotland’s automatic reply to website enquiries, is currently up to 5 working days and attributed to the launch of its new system in 2022, and what its position is on whether this elongated response time meets the service standards that SafeDeposits Scotland is expected to provide to (a) tenants and (b) landlords who use the scheme.
Answer
Scottish Government officials have had regular engagement on progress throughout the implementation of the Safe Deposits Scotland (SDS) system upgrade and were made aware of some teething issues with system functions. SDS has since confirmed all priority bugs are now resolved and user journeys should be back to normal.
The role of the Scottish Government, since the three approved schemes began operating in July 2012, is to monitor each scheme for compliance with the Tenancy Deposit Schemes (Scotland) Regulations 2011 . This includes being satisfied that SDS and the other tenancy deposit schemes have clear and substantial processes in place that meet the requirements laid out in the regulations. As part of this monitoring, SDS quarterly performance reports were analysed and measured against the key performance indicators to ensure these were adhered to.
Officials will continue to liaise with SDS on the operation of their new system.

To ask the Scottish Government how it has worked with its partners to ensure that any work in relation to the United Nations Convention on the Rights of the Child is reflected in all aspects of strategic planning for children and young people's education.

The Scottish Government are committed to working with COSLA, ADES and our partners to deliver improvements in additional support for learning implementation and to ensure meaningful change for children and young people through our Additional Support for Learning Action Plan
As part of our work under the Additional Support for Learning Action Plan we have considered the impact of the incorporation of UNCRC on the 2004 Act, as well as additional support for learning policy, practice and guidance. We intend to continue to engage with key stakeholders to consider this work further and ensure that children’s rights are embedded and effectively underpin implementation of additional support for learning policy.

To ask the Scottish Government whether retailers will be required to charge a deposit on any Deposit Return Scheme articles donated to charities.
Answer
Any consumer that returns a scheme article is eligible for the deposit to be refunded.
This means that the deposit forms part of the consideration for a Deposit Return Scheme (DRS) article donated to charity.
It is for the donor to consider whether they wish to charge for the deposit or include as part of the donation.
We are engaging with industry and third sector organisations where there are questions on the flow of deposits. Scotland's DRS is based on similar deposit return schemes which operate in 44 other states or territories worldwide.

To ask the Scottish Government what steps it can take to ensure that SEPA issues no new waste management licences for incineration until work has been completed to develop an indicative cap on residual waste treatment capacity, as outlined in recommendation 5 of the report, Stop, Sort, Burn, Bury? Independent Review of the Role of Incineration in the Waste Hierarchy in Scotland.
Answer
The independent review of the role of incineration in Scotland’s waste hierarchy made it clear that Scotland does not need additional municipal waste incineration facilities to treat our unavoidable and unrecyclable municipal residual waste, beyond those for which planning permission has already been granted, with very limited exceptions.
That is why we introduced restrictions on energy from waste developments in National Planning Framework 4 (NPF4), which came into effect on 13 February 2023. This sets out that development proposals for energy from waste facilities will not be supported except in limited circumstances where a national or local need has been sufficiently demonstrated (e.g. in terms of capacity need or carbon benefits) as part of a strategic approach to residual waste management.
SEPA cannot issue a Pollution Prevention and Control (PPC) permit in respect of a waste incineration facility in the absence of planning permission. Introduction of restrictions on developments in NPF4, therefore, also prevent PPC permits being issued for new facilities in line with recommendation 4 of the incineration review, which noted that the Scottish Government should ensure that no further planning permission (i.e. beyond that already in place) is granted to incineration infrastructure within the scope of the Review unless balanced by an equal or greater closure of capacity, with very limited exceptions.

To ask the Scottish Government, in relation to alcohol marketing, what its response is to the Young Scot Health Panel's recommendation to (a) prohibit alcohol-branded sports merchandise, including sponsorship on replica kits, (b) offer accreditation to "family friendly" sports venues that reduce the alcohol advertising on display, place limits on the number of alcoholic drinks a person can buy and host at least six alcohol-free sporting events per year, and (c) avoid close shots of people drinking alcohol in footage of crowds during televised sporting events.

It is crucial that the voices of children and young people are at the heart of developing our next steps on alcohol policy.
Our recent consultation on restricting alcohol advertising and promotion directly references the recommendations of the Young Scot Health Panel. It contains questions on potential restrictions on alcohol sponsorship of events as well as potential restrictions on alcohol-branded merchandise.
The consultation closed on 9 March. An independent contractor will comprehensively analyse the responses and publish a report. We will then further consider possible restrictions.

To ask the Scottish Government what action it is taking to ensure that all children and young people have an alcohol-free childhood.
Answer
Our Alcohol Framework (published 20 November 2018) sets out our priorities for preventing alcohol-related harm. There is a strong focus on reducing health inequalities and protecting children and young people from alcohol-related harm.
A key action in the framework is to consult on potential restrictions on alcohol advertising and promotion in Scotland this year to protect children and young people. Our consultation, which has now closed, was informed directly by young people’s voices, gathered through projects by the Children’s Parliament and Young Scot Health Panel.
The consultation will be independently analysed before any potential proposals are put forward for consultation.

Our ambitious deposit return scheme will start on 16 August and I repeat my commitment to look at proposals from small producers including a grace period.
