There has been progress in implementing the Scottish Government’s delivery plan:

• the Patient Safety Commissioner for Scotland Act 2023 established a Parliamentary Commissioner on patient safety
• the Glasgow Complex Mesh Surgical Service offers mesh removal surgery, and women can also choose an NHS England surgeon or an independent provider
• 25 women have had the costs of previously arranged private mesh removal surgery reimbursed
• the NHS Scotland Scan for Safety Programme for implantable medical devices is planned to roll out across territorial boards by the end of March 2026
• on valproate, the Medicines and Healthcare products Regulatory Agency introduced regulatory measures for the prescribing of valproate and we are working closely with the agency to support their implementation

The Scottish Government considers, further to the undertaking offered in 2021, that it is taking appropriate action to pursue the outcomes sought by all of the recommendations of the 2020 report insofar as they relate to devolved matters.

The Just Transition Fund has allocated £75 million to date, supporting projects and communities across the North East and Moray to create jobs, support innovation, and secure the highly skilled workforce of the future.

In 2024-25 there has been a regrettable 51.2% reduction in capital allocated to the Just Transition Fund in 2024-25.

There has been a 100% reduction in financial transactions allocated to the Just Transition Fund in 2024-25.

The change in budget allocation to the Just Transition Fund is due to a reduction in capital and financial transactions funding allocations from the UK Government which the Fund relies on. I remain entirely committed to the multi-annual funding commitment to provide £500m over ten years. 75m has been provided to date and 16m will be spent in 24/25.

The first 30-minute reduction in the working week for all Agenda for Change staff should start on 1 April 2024.

In the event, that a local Health Board cannot fully implement the agreement in a particular department or within a particular speciality due to service pressures, safe staffing or wellbeing staff will be recompensed accordingly until the service can accommodate their reduction. As full-time hours are reducing to 37, any time above this will be at time and a half as per the current terms and conditions.

Analysis of this initial 30-minute reduction will be used to help inform the best way to roll out the remaining reductions in the working week in future years.

Further details, including implementation guidance on each of these areas will be issued to the NHS prior to 1 April 2024.

I am grateful to both Trade Union and Employer representatives for working in partnership with us to develop these reforms to help modernise our service.

As a responsible government, we meet periodically with large industrial operators, such as those at Mossmorran, to discuss operational as well as forward looking matters focused on sustainability and decarbonisation.

To date we have had conversations with both Exxon Mobil and Shell about their participation in the Acorn Project and as part of the wider Scottish cluster, which they see as a key project to unlocking significant carbon reductions across the site.

Later this month I will be visiting the Mossmorran site to hear more about these decarbonisation plans.

The Scottish Government is providing record funding of over £14 billion to local authorities in 2024-25, including £600.6 million of additional revenue funding for day to day services.

Subject to the outcome of the UK Government Spring Budget, the Scottish Government has committed to pass on up to £62.7 million of additional funding directly to local government alongside any consequentials received for increased teacher pension employer contributions.

Local authorities are independent corporate bodies with their own powers and responsibilities and are entirely separate from the Scottish Government. As long as they act lawfully, it is up to each local authority how it manages its day-to-day business and decision making processes. Ultimately, it is for locally elected representatives to make local decisions on how best to deliver services to their local communities.

The SPCB is required under the Scottish Parliamentary Pensions Act 2009, Schedule 2, to pay an Office Holder resettlement grant to an individual who –

(a) stops being the holder of a pensionable office, and

(b) is not appointed as the holder of a pensionable office during the following 90 days.

Under the Act, there is no provision to withhold or refuse the payment.  Payment of the resettlement grant is made as a one-off lump sum payment on the next available pay day after the 90 days have lapsed.

Our Equally Safe strategy, Scotland’s strategy to prevent and eradicate violence against women and girls, acknowledges the significant impact domestic abuse and other forms of violence against women and girls (VAWG) can have on children and young people and their families lives, including impacts on their health, education, wellbeing and future life chances.

Through Equally Safe, which is co-owned by COSLA and the Scottish Government, we are working collaboratively with key partners to ensure that its principles are embedded into the work we do that supports children, young people and families who have experienced VAWG. This includes ensuring support is available through Child Protection and Adult Support and Protection systems, housing and homelessness support services and community justice support services amongst others.

We are also investing £19 million a year in specialist services and projects through the Delivering Equally Safe (DES) Fund, £18.5m for specialist advocacy support for victim/ survivors of gender based violence from the Victim Centred Approach Fund and £573,300 through the Children, Young People and Families Early Intervention Fund & Adult Learning and Empowering Communities Fund for improving children and family wellbeing.

The DES fund supports 83 projects that undertake work with children and young people who have experienced or witnessed VAWG, including funding to projects delivering the CEDAR programme, which aims to help mothers support their children in their recovery from domestic abuse. Funding is also given to support the role out of Safe and Together, an internationally recognised suite of tools and interventions designed to help professionals in children and family services become domestic abuse informed.

We will continue to ensure support for children, young people and families through our commitment to the Equally Safe strategy.

A total of 20 projects are currently being delivered through the Just Transition Fund in 2023-24.

Spend is still ongoing to March end 2024 with just under £12 million drawn down by projects to date. This is comprised of £10.3 million in capital, £1 million in financial transactions and £671,000 in resource.

A further £3.15 million of 2023-24 forecast spend has been reprofiled into 2024-25 financial year.

In addition, £25 million was allocated to the Scottish National Investment Bank for 2023-24, to be invested in the North East on a commercial basis, in line with the Bank’s Investment Strategy and its Missions, including to support a Just Transition to net zero.

Actions which we have taken and are undertaking to enable greater deployment of solar in Scotland are provided in Annex G of the draft Energy Strategy and Just Transition Plan.

As part of its programme, the Community and Renewable Energy Scheme (CARES) provides rolling funding which supports communities, charities, and faith organisations to decarbonise their buildings and reduce energy bills. To support the development of battery energy storage solutions (BESS), the Scottish National Investment Bank (SNIB) has already invested £6.6 million in Aberdeen-based firm Verlume, whose multi-use BESS technology uses intelligent energy management to deliver a constant output of power from renewable sources.
