Section 57(2B) of the Town and Country Planning (Scotland) Act 1997 provides that once a flood protection scheme is confirmed (whether by the local authority or the Scottish Ministers), the Scottish Ministers are to direct that planning permission for the development is deemed to be granted, subject to any planning conditions which Ministers may specify.

The implementation of the Town and Country Planning (Scotland) Act 1997 is a matter primarily for local planning authorities.

Our updated Vessels and Ports Plan was published on 1 February 2024 as part of the Islands Connectivity Plan. It sets out the recommended investment programme needed to maintain and safely operate the Clyde & Hebrides and Northern Isles ferry services networks and sets a target average vessel age of around 15 years by the end of this decade. This investment programme includes six new major vessels currently under construction and seven new small vessels now in procurement.

Individual project and programme business cases will continue to be considered through the Transport Scotland Investment Decision-Making process and in light of future Budget allocations.

CalMac Ferries Limited (CFL) do not capture freight carryings by category or by freight item. They only capture the number of Commercial Vehicles carried and the number of Commercial Vehicle lane metres used. A table has been placed in the Scottish Parliament Information Centre (Bib Number 65382) that provides a breakdown, by individual routes and calendar year from 2021 up until 9 October 2024, detailing the total number of Commercial Vehicles carried and the total number of Commercial Vehicle lane metres used only.

The delivery of the six new major CalMac vessels currently under construction, and an accompanying programme of disposals, will support this. Caledonian Maritime Assets Ltd are now procuring seven new small vessels for CalMac. The Vessels and Ports Plan proposes a programme of further investments including vessel replacements for Mallaig-Lochboisdale, Gourock-Dunoon and Kilcreggan, Craignure-Oban, and the Northern Isles freighters.

The Report sets out how the Scottish Government has applied its principles to international trade policy matters, covering the period from July 2023 – October 2024.

Since our last Annual Report, published in Summer 2023, we have taken a range of actions to improve the international trading environment for businesses in Scotland, including stepping up our direct engagement with the business community, supporting the resolution of individual market access barriers and using standards and regulation to support businesses. For example, we collaborated with the British Standards Institution on the introduction of a new voluntary whisky standard which empowers distillers in Scotland to trade internationally.

We are using our principles-based approach to trade to create more opportunities for people to participate in our economy, for example by gaining a better understanding of the cause, impact and potential measures to address the a clear gender export gap, whereby businesses led by women are less likely to export than those led by men.

The tragic events unfolding globally demonstrate why taking such a principles-based approach, with concern for human rights at its core, is so important.

Many trade levers sit with the UK Government, and we are committed to working constructively with the newly-elected UK Government in furthering our shared trade interests.

Equitable and consistent access to appropriate and timely diagnostic services and expertise are core requirements within the NICE NG47 guidelines cited within the recent Blood Cancer UK Action Plan.

We are aware of a gap analysis carried out by the Haematology and Transfusion Scotland and Scottish Strategic Network for Genomic Medicine networks on the genomic testing needed in Scotland, and we are working to address this as part of the overall implementation of the Genomics in Scotland strategy.

Work is also underway to better support integrated diagnostic reporting through the development of a national Laboratory Information Management System (LIMS) in a programme of work led by a consortium of NHS Boards.

The expansion and retention of our specialist genomic workforce is an important part of the Scottish Government’s genomic medicine strategy and is critical to the delivery of both diagnosis and treatment across the NHS.

The Scottish Strategic Network for Genomic Medicine is working to capture not only our current workforce needs but those of our future service as we move towards an expansion in testing.

In doing so, we are working closely with NHS Education Scotland, our partners across the UK and national networks, acknowledging the many interdependencies between genomics, pathology and radiology in delivering diagnostic information needed by clinicians.

The archival fieldwork for the independent research has been completed and the report on this complex work is currently being produced. We intend to publish a report in due course, and will work to ensure those who wish to provide feedback and share their experiences are able to do so.

The Scottish Government engages frequently with the Energy Skills Partnership (ESP) to discuss their work supporting Scotland’s college sector. Skills officials last met with ESP directly in August 2024.

The Scottish Funding Council funds ESP to act as the college sector lead for the transition to net zero, supporting institutions in developing their capability, capacity and curriculum pathways. SFC are represented on the ESP Advisory Board and maintain regular contact with ESP.
