We are unable to provide the information requested on advertising expenditure broken down by newspaper title because an exemption under section 33 of FOISA applies. This is because disclosure of the information would (or would be likely to) substantially prejudice the commercial interests of the organisation (section 33(1)(b)).

All Scottish Government media buying and planning is undertaken via agencies appointed through the Media Planning, Buying and Associated Services Framework Agreement – Ref. SP-18-007, and never directly with media owners or channels. Using standard media buying software, common to the sector, media buying agencies can access data showing the volume of media purchased by their competitors. Providing the costs alongside this available data would therefore enable competitors to determine the buying rates (price) for individual media companies. This information is highly commercially sensitive within the sector and disclosure would materially disadvantage the Scottish Government contractor. Providing the specific expenditure for a newspaper or outlet would potentially allow competitors of the media buying agency to calculate the rates negotiated by the appointed media buying agency who work on behalf of the Scottish Government.

The final report of the Commission on Widening Access was published in 2016. A lot has changed since 2016 and we are now considering what has worked well and what we could do better.

The Scottish Government recognises the need to simplify the support landscape for students as it can be difficult for young people and their parents and carers to identify what support is available particularly in non-linear learning pathways.

The Student Awards Agency Scotland (SAAS) currently provides living cost support to higher education students whilst the Scottish Funding Council (SFC) provides bursary support to further education students via individual colleges. The Scottish Government is pressing ahead with the proposal to consolidate all student support funding within SAAS. Bringing student support responsibilities together unlocks opportunities and enables new ways of administering student support, collecting data and providing coherent information and guidance to learners and institutions.

Through the Student Mental Health Action Plan Scottish Government has committed to working with institutions, Universities and Colleges Admissions Service (UCAS), CoSLA, and prospective students to explore what information institutions require to inform continuity of support for newly-enrolled students, and how students and their families can be supported to request and share this information with colleges and universities. This action is being driven forward by the Plan’s Delivery Group, which met recently, and includes consideration of the use of the Getting it Right for Everybody (GIRFE) practice model to support a more person centred offer of support.

The Scottish Government does not hold this information. The Scottish Funding Council (SFC) has a statutory duty set out in the Further and Higher Education (Scotland) Act 2005 to secure the coherent provision by the post-16 education bodies (as a whole) of a high quality of fundable further education and fundable higher education.

There are a range of resources available to support teachers to teach about the Holocaust. For example, the Holocaust Educational Trust, which receives funding from Scottish Government, have a range of age-appropriate resources, a link can be found at https://www.het.org.uk/teaching-resources. In addition, Vision Schools Scotland, also funded by Scottish Government aims to promote excellence in Holocaust teaching with the key education resources available here. As part of this aim, Vision Schools Scotland provides in person and online Continued Professional Learning in Holocaust education to teachers, helping them develop confidence and proficiency in Holocaust teaching. In addition, Education Scotland has published a specific resource in relation to the Kindertransport. Educators can use across the broad general education and into senior phase and it can also be used in History National 4 Added Value Units.

The Council Tax (Variation for Unoccupied Dwellings) (Scotland) Amendment Regulations 2023, which came into effect on 1 April 2024, provide local authorities with discretionary powers to apply a Council Tax premium of up to 100% on second homes.

Council Tax is a local tax, and it is for individual councils to determine the appropriate balance of housing in their areas based on local needs. The Regulations give Councils greater fiscal empowerment, in the spirit of the Verity House Agreement. They enable Councils to charge Second Homes anywhere between a 50% discount, and up to a 100% premium. It is for Councils to take decisions about the tax treatment of second homes, including where exclusions may apply.

The Scottish Government is committed to monitoring the impact of these regulations and will consider their effects as more data becomes available. The first set of data reflecting the implementation of the premium was collected in September 2024. This data indicated a 10% decrease (2,455 properties) in the number of second homes compared to the previous year. This decline may be related to the introduction of the 100% Council Tax premium on second homes. The Scottish Government will continue to monitor the impact of the Council Tax premium.

The Scottish Government is committed to tackling inequalities and equality is the thread running through our homelessness strategy, Ending Homelessness Together.

The Public Sector Equality Duty (PSED) is not a duty to achieve any particular results, but a duty to have ‘due regard’ to the need to achieve the three goals of:

• eliminating discrimination, harassment, victimisation and any other conduct that is prohibited by or under the 2010 Act;
• advancing equality of opportunity between persons who share a relevant protected characteristic and persons who do not share it;
• fostering good relations between persons who share a relevant protected characteristic and persons who do not share it.

The Scottish Government expects all public bodies in Scotland which are subject to the PSED to pay due regard to the duty as they carry out their functions The duty applies to local authorities in their role as housing and homelessness support providers. The duty also applies to bodies who are not public authorities but who ‘exercise public functions’.

The extension of Free Personal Care to people under the age of 65, also known as Frank's Law, came into effect in April 2019.

The Scottish Government do not hold data on how many adults aged 18-64 were paying for or receiving personal care prior to 2019.

The Scottish Government began collecting data on the number of adults receiving Free Personal Care in each local authority from late 2018-19 (prior to the introduction of Frank’s Law). This information is published annually on the Scottish Government website.
