The Scottish Government has taken the decision to realign funding for scams prevention and awareness, with the requisite funding reallocated from its consumer policy and advice budget to Consumer Scotland’s budget. Consumer Scotland also now receives and manages grant funding for Citizens Advice Scotland (CAS) for its advocacy and education programme which was previously allocated from the consumer policy and advice budget.

Realigning these funding streams has had the effect of reducing the consumer policy and advice budget, while the Consumer Scotland budget has correspondingly increased.

Scotland will take part in the Trends in International Mathematics and Science Study (TIMSS) at two grade levels - P5 and S2 - and we have confirmed our participation with the International Association for the Evaluation of Educational Achievement, which administers the study. Procurement of a provider to deliver the assessments in Scotland is currently underway. The field trial is planned for 2026, with the main study to follow in 2027.

This information is not held centrally. NHS Boards and Health and Social Care Partnerships are the experts on their communities and are responsible for providing services that meet local needs. This may include providing services in-house or, where appropriate, through robust referral pathways to non-specialist services.

Following publication of the recent HIV Outcomes Beyond the Virus report, officials will work with the HIV Transmission Elimination Delivery Implementation Group and the Scottish Health Protection Network’s HIV Clinical Leads Group to consider its recommendations and ensure that psychological support for adults living with HIV meets the high standards we would expect.

The Scottish Government is also providing NHS Education for Scotland with around £30 million in 2024-25 to deliver multidisciplinary education, training and workforce expansion for staff supporting adult and children’s mental health and psychological wellbeing.

The review of the Preparing Scotland guidance has been completed by officials within Civil Contingencies Division in early 2024 as initially planned. Due to a number of competing demands on the time of responder agencies, and a range of other consultations and requests for participation in working groups etc, the draft document has not yet been circulated for consultation and approval. This decision has also been influenced by the fact that the existing guidance is still current, valid and fit for purpose and therefore there is no immediate disadvantage or danger in postponing the circulation in favour of other work. It is expected to consult on the refreshed guidance by summer 2025.

The Circular Economy (Scotland) Act 2024 does not grant Scottish Ministers the power to ban single-use items. Section 10 of that Act does provide Scottish Ministers with the power to make regulations to require suppliers of single-use items to charge for specified single use items.

The Scottish Government engages regularly with the OIM and has discussed measures already taken to restrict supply or manufacture single-use items, and will continue to do so in relation to any future policy. However, the OIM has no formal role in approving legislation and the Scottish Government is under no obligation to seek advice on policy development or draft legislation from the OIM.

The Internal Market Act was imposed on the Scottish Parliament without its consent, and radically undermines its powers. Every party in the chamber, barring the Scottish Conservatives, voted for its repeal in October 2023. The new UK Government must now work with the Scottish Government to undo the damage the Act does, and ensure the full restoration of the Parliament’s powers.
