Scottish Government has entered into a contract with Vodafone Ltd for the supply of Mobile Voice and Data Services. This contract was arranged under Scottish Government’s national framework for Mobile Voice and Data services which was awarded to Vodafone Ltd following a robust competitive tendering process. The framework was tendered in accordance with the full requirements of the Public Contracts (Scotland) Regulations 2015 and evaluated based on the published award criteria of 60% price and 40% quality. Vodafone Ltd was assessed as having submitted the most economically advantageous tender and their tariffs continue to be amongst the lowest available to the public sector. An annual benchmark exercise is undertaken to ensure that Scottish Government tariffs remain cost-effective and provide value for money.

The Scottish Government holds data provided by our mobile voice and data supplier, Vodafone in relation to our mobile contract, this includes call, SMS and data usage statistics and along with any associated charges.

The Scottish Government do not centrally hold records by department for mobile phones. Mobile phones are purchased by individual business areas to meet their requirements. There are 3922 mobile phones in use.

All corporately managed Scottish Government mobile phone communications are secured in line with National Cyber Security Centre standards.

The Alcohol and Drug Partnerships in Aberdeenshire and other rural areas were asked to submit structured assessments of how they are trying to overcome the challenges of rurality to the PHS MAT Implementation Support (MIST) team.

The assessment demonstrated the ways in which teams had maximised access and choice through technology, travel and different models of care, such as:

• Offering a choice of venues to be seen at; such as GP practice, home and community hubs,
• High use of self-referral and telephone, ‘tele-health’ technology such as NEAR ME;
• Wide use of bus passes, taxis and third sector volunteers to take people to appointments.

In 2024-25 NHS Grampian was allocated £10,469,033 for the ADPs in the region. Distribution of these funds is a matter for the local ADPs.

The Scottish Government is using its legislation and policies to maximise the impact procurement can have for public bodies, local suppliers and the Scottish economy.

To promote local and sustainable produce public bodies have the flexibility to:

Design menus that include Protected Geographical Indication (PGI) Food;
Specify food produced according to recognised assurance schemes, e.g. Quality Meat Scotland, MSC, Red Tractor, RSPCA, or equivalent bespoke company systems;

While public bodies are responsible for their own procurement decisions, the Procurement Reform (Scotland) Act 2014, which came into force on 18 April 2016, proposes a range of opportunities to increase the quality and provenance of food and drink procured. The key opportunity is in relation to the form and content for public bodies’ procurement strategies in which they must set out their policy on the procurement of food. Under the Procurement Reform (Scotland) Act 2014, a public body with an annual procurement spend of at least £5 million must report each year on how, its procurements improve the economic, social and environmental well-being of an area and facilitate access to procurement for SMEs, the third sector and supported businesses. Statutory Guidance published under the Act, sets out this requirement in more detail.

The Scottish Government is also providing Marine Fund Scotland funding towards Seafood Scotland’s “Market Development Project”, which involves work to ensure Scottish seafood’s profile grows in UK markets. This includes specific activity with various stakeholders throughout the supply chain to look at ways of increasing consumption of Scottish seafood in public procurement settings.

The Scottish Government has prioritised improving the collection and recycling of end-of-life fishing and aquaculture gear in our Marine Litter Strategy published in 2022 in order to protect our environment from plastic pollution and support the growth of our circular economy. Earlier research showed that end-of-life gear is in the most part stored or sent to landfill as it is extremely difficult to recycle due to its low-value, bulky, contaminated and degraded nature. There are very few recycling facilities currently, and we have no information on how much been recycled since 2021. It is therefore a focus to improve recycling opportunities for both the fishing and aquaculture sectors.

Officials engaged closely with colleagues in UK Government in the lead up to and throughout the negotiations, to discuss the scientific advice and negotiating approaches. Scotland continued to play an active role in the UK delegation throughout negotiations, striving to be a constructive partner, and seeking balanced agreements to protect Scottish interests.

In preparation for all negotiating forums, including those with the EU, Scottish Government officials prepare mandates for ministerial approval which outlines the approach and boundaries within which negotiators can work as part of the UK delegation. These mandates are treated highly confidentially and would not be appropriate for external publication to avoid undermining Scotland’s negotiating positions and protect Scottish fishing interests.

The Scottish Government has no access to information on quotas held by individual vessels, it is therefore not possible for the Scottish Government to provide any information on instances of EU or non-EU vessels landing fish in Scottish waters without sufficient quota coverage.

Individual state’s quota uptake is monitored, where fleets have fished beyond their quota limit, the excess is covered retrospectively through quota exchanges.

The Scottish Government ensures that corporately managed mobile phones are replaced when they no longer receive operating system or security updates.
