It is for Integration Joint Boards (IJBs) to govern, plan and resource adult palliative care in their areas, using the delegated budgets under their control, to meet the needs of their local populations.

Evidence gathered to support the development of the draft palliative care strategy shows that, for people living and dying at home, general practitioners (GPs) and district nurses have important and valued roles providing ongoing relationships, care of the whole person and family, broad expertise and coordination of care. These relationships are particularly important in rural and island communities. The actions set out in the draft palliative care strategy seeks to support IJBs ensure equitable access to palliative care in their areas.

The Scottish Government provides the policies, frameworks and resources for high quality healthcare, and it is for each individual NHS Board to decide how best to utilise funding, to meet local health needs. Over the last five years, the number of Allied Health Professionals (AHP’s) across Scotland have increased by 17.8% including a 20.6% increase in Physiotherapists as at June 2024.

There is no definition of, and thus no data collected for, waiting times for community optometry services, whether urban or rural.

However, we are working closely with the three island Health Boards to resolve some local access issues.

The Scottish Government has not received correspondence with regards waiting times in Aberdeenshire.

The Scottish Government has committed to improving access to NHS dental services with a £65.2 million(14%) funding increase for primary care dental services in the 2025-26 draft budget, bringing the total funding to over £500 million.

Recent data from Public Health Scotland indicates nearly 4 million courses of dental treatment was delivered from November 2023 to September 2024, showing positive performance nationally after reform.

However, access remains a challenge in certain rural areas despite significant investment. To help address this, the Scottish Government provides the Remote Areas allowance which pays out up to £9,000 to dentists providing NHS dental services in qualifying areas. Additionally, the Recruitment and Retention Allowance is in place for certain areas where there is a particular and protracted issue with the recruitment of dentists. This pays dentists £25,000 over two years, and £12,500 paid over one year for dentists undertaking vocational training.

I am also working with other nations to enhance the NHS dental workforce capacity, including reviewing international recruitment pipelines.

Our 2018 Diet and Healthy Weight Delivery Plan set out ambitious and wide-ranging action to deliver our vision for a Scotland where everyone eats well and has a healthy weight. We are taking forward a range of action across five key outcomes: giving children the best start in life; creating a healthier food environment; better access to weight management services; leadership and reducing health inequalities.

We continue to support convenience stores to increase the accessibility of fruit and vegetables in more deprived areas and support businesses to reformulate their products to make them healthier.

We have maintained funding to community food networks, enabling them to increase access to affordable, healthier food to their communities and to promote the health benefits of nutrition and physical activity.

The Scottish Government is committed to supporting the health and wellbeing of our children and young people. All food and drink served in schools must comply with the Nutritional Requirements for Food and Drink in Schools (Scotland) Regulations 2020 which are designed to provide children and young people with an appropriate amount of energy and nutrients to support their health growth and development.

In addition, food and health education is a key part of Curriculum for Excellence helping to ensure that our children and young people are provided with the skills and knowledge they need to make positive food choices that benefit their health now and in the future. To further support this holistic approach, more children than ever before are being offered balanced and nutritious free school meals as a result of our free school meal expansion programme.

NHS Boards will allocate funding for local mental health services from the overall funds provided to them by the Scottish Government. Boards have responsibility for working with their partners to ensure local budget decisions deliver local and national priorities, including for mental health.

The 2025-26 draft budget provides record total investment in health and social care services of £21 billion – and includes £16.2 billion for health boards, representing a 3% cash uplift.

NHS Scotland expenditure on mental health is published annually in arrears in the Scottish Health Service Costs book by Public Health Scotland. Latest available data is for 2022-23 and can be found here: https://publichealthscotland.scot/population-health/mental-health/. Data for 2023-24 is expected early in 2025.

The Scottish Wildfire Forum, which is chaired by the Scottish Fire and Rescue Service, includes Local Authorities, Regional Resilience Partnerships and other Agencies as members to assess wildfire risks and consider what mitigating actions might be taken.

The aim of the forum is to develop and communicate strategic wildfire protection and prevention initiatives to stakeholders and the wider community. Alongside the Forum, the Scottish Fire and Rescue Service continue to work closely with land managers and local communities prevent wildfires occurring. Scottish Forestry also actively seeks to promote awareness of wildfire management practice through working with partners on the Forum.

Scottish Forestry also led the 2023 review of the UK Forestry Standard (UKFS) (2023) - the Government’s reference standard for sustainable forest management. The UKFS Practice Guide Building Wildfire Resilience into Forest Management Planning (Practice Guide 22) focusses on reducing the likelihood of wildfires occurring, reducing the severity of damage and impacts on people and the environment if they do occur, and assisting with fire suppression activities.

The Scottish Wildfire Information Note supports forest owners, planners, and managers in Scotland to implement Practice Guide 22 in a Scottish context, to understand the wildfire risk to the forests they manage, and how to reduce this risk through good practice in forest design and planning.

Work is also ongoing within the National Parks to address the risk and impact of wildfires. Following a consultation the Cairngorms Park Authority board agreed on in June 2024 to develop a seasonal fire management byelaw, which would last from 1 April to 30 September each year to reduce the risk of ignition of wildfires.

Both the CNPA and Loch Lomond and the Trossachs National Park Authority (LLTNPA) also engage with key stakeholders through Visit Scotland’s Visitor Management Strategy Group Visitor Management: Scotland's Plan & Objectives | VisitScotland.org to develop messaging around visitor related fires.

The Wildlife Management and Muirburn (Scotland) Act 2024 introduced new legislation including a new licensing scheme which will require that all practitioners of muirburn need to have completed appropriate training. Poorly managed muirburn can increase the risk of uncontrolled wildfire. However, undertaken properly, muirburn can be an important tool in managing fuel loads and so reducing the risk and intensity of wildfires. NatureScot, who are implementing these new measures, are currently consulting with relevant stakeholders, including land management organisations.

With regards to funding, the Scottish Fire and Rescue Service’s (SFRS) wildfire strategy was launched in 2023 and is supported by a planned spend of around £1.6 million over the course of three years. The strategy considers the increased risk of wildfire and changing climate in Scotland; the latest developments in wildfire management, training, and operational procedures; and the advances in technology that have been made in PPE and equipment. The Scottish Government does not hold details of relevant spending by the CNPA, LLTNPA, or local authorities.

We will continue to expand NHS Pharmacy First Scotland so that a wider range of health conditions are covered. This will further transfer the care of common clinical conditions to community pharmacy, removing the need for visits to GPs, Out of Hours services or Emergency Departments for everyday self-limiting conditions. In doing so, we will consult NHS24 and health boards to identify the priority conditions the service could cover in all community pharmacies in Scotland.

Through the Pharmacy First Plus element of the service, pharmacists who are qualified independent prescribers (IPs) can already go a step further than standard Pharmacy First, going beyond the approved list of products and the Patient Group Directions (PGDs) in place, to prescribe a wider range of products in response to patients' symptoms and conditions.

The Scottish Government continues to work with NHS Education for Scotland (NES) and the Royal Pharmaceutical Society to develop a joint programme to encourage more people, and not just school leavers, to consider careers in pharmacy. This includes targeting deprived and rural communities.

In our strategy for pharmaceutical care in Scotland ‘Achieving Excellence in Pharmaceutical Care’ (2017) we committed to enhancing access to pharmaceutical care in rural communities. We commissioned NES to work with rural Health Boards to explore mechanisms to attract more pharmacists and pharmacy technicians to work in rural communities; ensuring any associated education and training needs are flexibly met. We also committed to testing a pharmacy longitudinal clerkship.

Following a pilot with Robert Gordon University and NHS Highland, rural longitudinal clerkships were incorporated into experiential learning in 2022-23. The initiative is open to pharmacy students in the final two years of their undergraduate pharmacy course at both Scottish Schools of Pharmacy.

During Foundation Training Year, to attract potential trainee pharmacists some training providers offer multi sector/split programmes within rural locations. These programmes, where trainees spend time in more than one sector of pharmacy, are highly sought after.

In addition, to promote pharmacy technician recruitment in rural areas, a number of senior pharmacy technicians attend school careers fairs and other recruitment initiatives to raise awareness of the role.
