As I have previously said , we have committed to undertaking a programme of work and analysis to better understand Scotland’s energy requirements as we transition to net zero and how this aligns with our climate change targets. We continue to engage with BOGA and as part of a wider programme of analysis and engagement with a range of organisations and stakeholders.

The safety of patients and staff within our A&E Departments is paramount. This is why the Scottish Government is providing Boards facing the greatest challenges, including University Hospital Monklands and Forth Valley Royal Hospital, with enhanced support over the winter period. The level of delayed discharge is driving up A&E long waits, which is why we are working jointly with Health Boards and Health and Social Care Partnerships to ensure people leave hospital without delay, freeing up vital beds for those who need them most.

Since the beginning of 2021, HIS has been carrying out COVID-19 focused inspections of acute hospitals, using methodology adapted from their previous ‘safe and clean’ inspections. As at November 2022, HIS have carried out nine Safe Delivery of Care acute hospital inspections.

Through our £600 million winter plan we are recruiting 1,000 new NHS staff. Additionally our £50 million Urgent and Unscheduled Care Collaborative looks to drive down A&E waits by improving the systems and processes to deliver better communications and robust escalation. This approach also aims to reduce unnecessary attendances through redesign of urgent care which signposts people to more appropriate care, avoiding admission where possible through Hospital at Home and our Out-patient Antimicrobial Therapy service which allows patients to be treated at home or in the community, ensuring people are discharged as soon as fit and ready.

Our Right Care Right Place media campaign aims to help the public to better understand the healthcare services available to them so they can make more informed choices about the right care in the right place for their specific health care needs which is not always emergency care.

The Scottish Government’s ambition is to explore fully the opportunities across the energy sector for public ownership in an independent Scotland. As an independent state, we would have full powers in relation to energy generation and borrowing and as such would enable Scotland to consider large-scale public sector involvement or ownership in key technologies.

We remain supportive of the future potential for a public energy company in Scotland and, through the new agency, Heat and Energy Efficiency Scotland, we will support others with an interest in exploring options to take forward new models for energy provision.

The Scottish Government has regular engagement on energy with the Welsh Government.

The Scottish Government is fully committed to delivering a world class health service for the people of Scotland in a sustainable model that remains fully aligned with the founding principles of the NHS. This will deliver high quality, safe, effective and person-centred care to all patients as they access services. Our Progress Update on the NHS Recovery Plan outlines the actions that are underway as services remobilise from the pandemic. We regularly work with Healthcare Improvement Scotland Community Engagement through their Citizen’s Panel work to understand more clearly views across Scotland regarding their health service.

As of 15 December 2022 there are:

a) i) 6.25 whole time equivalent civil servants in the alcohol harm prevention team
‎ ii) 3.25 whole time equivalent civil servants in the alcohol treatment team

b) 44.9 whole time equivalent civil servants in the drugs division

The Scottish Government is committed to improving the mental health and wellbeing of Scotland’s population and to ensuring everyone receives the best possible care and support from our health and care services. Delivering this can only be achieved with the right workforce capacity and capability. This is why we have committed to developing a long-term Mental Health Workforce Plan in the first half of this Parliament.

While each NHS Board rightly has individual responsibility for staffing and recruitment, we recognise the scale of the challenge and seek to provide support at a national level as appropriate. Under this Government, CAMHS staffing has almost doubled (+572.9 WTE) and we are taking several steps to grow the mental health workforce further.

NHS Education for Scotland CAMHS Workforce data, published 6 December 2022, showed there were 124 Whole Time Equivalent (WTE) CAMHS workforce staff in post In NHS Lanarkshire as at September 2022 compared to 96 WTE as at September 2021, an increase of 29% [1] This CAMHS workforce data includes Neurodevelopmental staffing.

We are working with all NHS Boards to support them to implement the National Neurodevelopmental Specification: Principles and Standards of Care , including working with NHS Lanarkshire through regular Board engagement meetings to discuss ongoing challenges and pressures. This engagement captures ongoing developments around workforce capacity with the most recent update confirming that NHS Lanarkshire have successfully recruited for this area, with only a few posts still to be filled. This activity will continue into early 2023.

Addressing the wellbeing needs of the Health and Social Care workforce is now even more crucial than it was prior to Covid-19 and is key to both retaining our GP workforce at the current record level of 5209 and as we press ahead with our commitment to increase the GP population in Scotland by at least 800 additional GPs by end 2027.

We are investing in a number of measures that are accessible to GPs to support the physical, mental and emotional needs of the workforce, including:

• the National Wellbeing Hub and National Wellbeing Helpline;
• investment of £2 million in targeted support to the primary care and social care workforces;
• the Workforce Specialist Service, which is a confidential multidisciplinary mental health service with expertise in treating regulated health and social services professionals;
• Specific GP Coaching for GPs thinking of leaving the profession;
• additional funding to NHS Education for Scotland (NES) for the provision of psychological interventions and therapies to the Health and Social Care workforce;
• guidance to promote effective wellbeing conversations;
• enhancing occupational health provision;
• improving access to quality assured peer support and reflective practice; and since autumn 2021 we have been developing a new National Wellbeing Programme, with workstreams covering specific areas of work including ICU, nursing, primary care and social care.

We are also working with the Scottish General Practitioners Committee of the BMA with the aim of making Practice Learning Time formally available from 2023/24. While practices can set aside learning time on their own initiative, we are considering how this can be supported at a national level.

The Scottish Government believes that the best way to reduce drug-related crime and drug-related death is to get people into appropriate treatment and support services at every point of the criminal justice system.

The majority of single possession of drug cases reported in Scotland are dealt with by way of an alternative to prosecution that do not result in a criminal conviction and may include a fine, a warning, or where appropriate, a diversion from prosecution.

The Scottish Government only holds information on an annual basis from 1 April 2009 to 31 March 2021. Information for 2021-22 will not be available until publication of the Criminal Proceedings in Scotland, 2021-22 Statistical Bulletin which is due to be published in 2023.

Local authorities have responsibility for delivering local economic development and local regeneration, in response to changing circumstances and challenges to support their local towns. They are best placed to develop the right partnerships to deliver regeneration and to identify suitable funding for regeneration activity.

The Scottish Government has a strong framework with clear priorities and actions to help facilitate and deliver change working collaboratively with partners. This includes the Town Centre Action Plan 2, the Retail Strategy, and subject to parliamentary approval, and subsequent adoption by the Scottish Ministers, the National Planning Framework 4. These recognise the critical importance of planning with and for communities and in diversifying the offer within our city and town centres, to help them thrive, improve their resilience and anticipate continuing societal, environmental and economic change. Scotland’s National Strategy for Economic Transformation contains bold and ambitious actions - within the powers currently available to us – and is a route to a strong, inclusive economy with good, secure and well-paid jobs and growing businesses.

The Government has committed in the recent budget to continue to deliver the Place-Based Investment Programme, which aims to accelerate ambitions for place, 20-minute neighbourhoods, town centre action and community wealth building. This included £1,740,00 in 2022-23 as a direct capital grant to South Lanarkshire Council.
