The Scottish Government recognises the positive contribution older people make to their communities. We aim to enable better access to services for older people as and when they need them, and to ensure people are financially secure and supported as they age.

Our 2021 Population Strategy sets out our ambition that as Scotland’s population lives longer - which is to be celebrated - that people are healthy and active, while ensuring the long-term sustainability of our public services.

An example is NHS Education for Scotland's National Centre for Remote and Rural Health and Care, launched in October 2023. The Centre is working with Health Boards and Health and Social Care partnerships to drive improvements in sustainability and the capability of rural and island primary and community care services, aligned to the specific needs of communities.

The Scottish Government works with local authorities in several ways to improve access to active travel, primarily through our ‘Active Travel Infrastructure Fund’ (ATIF) that supports infrastructure building, and our ‘People and Place Programme’ that supports behaviour change services tackling barriers to using that infrastructure. Through these programmes Aberdeenshire’s councils received over £4.2m of support in 2024-25.

In terms of infrastructure, in 2024-25 Aberdeenshire Council received £1,232,393 for their ATIF Tier 1 allocation, and Aberdeen City Council received £1,557,324. These funds are used to design, develop and deliver active travel infrastructure according to local needs and priorities. Both councils have used their funding across a number of current projects as well as designing future works, creating a construction pipeline

In terms of behaviour change, in 2024-25 Aberdeenshire Council received a direct grant of £210,141 through the Local Authority Direct Award (LADA) , and Aberdeen City Council received £178, 622. In addition, Nestrans, the Regional Transport Partnership for Aberdeen and Aberdeenshire, received £1,113,240 through the People and Place Programme. These funds are used to support active and sustainable travel behaviour change interventions that improve the uptake of walking, wheeling, and cycling for short everyday journeys.

The evidence of the relationship between increased uptake of active travel and positive health outcomes, including maintaining a healthy weight, is proven beyond doubt. This is why active travel is a key Strategic Delivery Outcome in the Physical Activity for Health Framework published on 4 October 2024. This framework applies a systems-based approach with all parts of government, including transport and health, joining the call to action behind the collective aim and ambition of promoting the crucial role of physical activity in improving the health of people in Scotland.

The Scottish Government has adopted a professions model. All our jobs are now aligned to profession and related job family and job type. We are starting to apply related expectations into how we design jobs and recruit people for jobs. For some professions and job types this will include professional membership and accreditation requirements that either need to be achieved on entry or once in the job - e.g. Finance, Procurement. For a few professions, professional memberships are mandatory to be able to practice - e.g. Law. Our Heads of Profession oversee these expectations and standards.

The Scottish Government is working towards our commitment to phase out petrol and diesel cars from our fleet and phase out the need for any new petrol and diesel light commercial vehicles.

The adoption of electric and plug-in hybrid electric vehicles to replace internal combustion engine vehicles aligns with, and supports our decarbonisation policies and targets. Presently, 82% of our overall fleet are zero or ultra-low emission vehicles.

There are 6 buildings with Solar PV, 1 building with an air source heat pump, 2 buildings with biomass heating.

The solar PV provides approximately 5% of each of the building’s total electricity use.

The air source heat pump replaced a gas boiler.

The biomass boilers replaced gas and oil heating at rural locations.

Whilst NHS Boards are encouraged to protect planned care, they must ensure that patients who require urgent care, including cancer treatment, are prioritised. In the case of Aberdeen Royal Infirmary patient cancellations have affected orthopaedic elective procedures. Where cancellations do take place, the large majority are routine procedures – although this should not underestimate the impact on the patient involved – and patients are rescheduled as quickly as possible.

To improve the availability of post-operative beds we are developing ‘Once for Scotland’ pathways, harnessing all opportunities to deliver patient care in the right place and closer to home, this includes maximising day case procedures to avoid any unnecessary stays in hospital.

This includes NHS Grampian’s bed base review to increase beds, which will reduce the need to board into planned care beds.

The Scottish Government is committed to supporting the delivery of national emissions reduction targets, directed by our new Carbon Management Plan. As part of ongoing maintenance and upgrades within our buildings, we aim to incorporate energy efficiency improvements alongside these works wherever possible.

Feasibility studies have been conducted on all buildings owned by the Scottish Government to look at options for installing renewable energy and to improve the buildings fabric in line with net zero standards.
