That the Parliament congratulates North Ronaldsay on being designated as a Dark Sky Island and an International Dark Sky Community by the International Dark-Sky Association; notes that the list of International Dark Sky Communities includes two other communities in Scotland, the Isle of Coll and the town of Moffat; acknowledges that North Ronaldsay's recognition as a Dark Sky Community is the achievement of a long process of community advocacy by the North Ronaldsay Trust and others, including the late Kathleen Scott, of North Ronaldsay Community Association, who organised surveys of the island's skies and outdoor lighting by the astronomer, Steve Owens, and lighting engineer, Jim Paterson, and recognises the importance of reducing light pollution for community health and wildlife conservation, including protecting bird migration patterns and animals' circadian rhythms.
